Picture a metropolis where everything is where it should be. That is what you are designing today. Each team takes on one district and decides how it looks and how it works: where people live and where they work, how the transport runs, where the parks, the schools and the hospitals go. There is no end to the refining, because a district turns attractive quickly and liveable far more slowly.
The difficulty lies outside your own patch. A street that stops at the edge of the plan, or two hospitals side by side with no school anywhere: things like that only show when every district is laid together into one metropolis at the end. That is when you find out how often you looked past the border of your own design. A business game about collaborating without losing the overview.
